Larry Thompson
Director of Business Relations and Diversity

Larry Thompson is an accomplished advisor, manager and developer of programs for small and mid-size business including their development/operation and for Diversity programs for government agencies, national and federal laboratories, and for private sector operations and clients. He led the U.S. government effort for seven multi-billion dollar management and operating contractor programs for all small business activities. As a GL2 consultant, he leads, develops and implements the small business advocacy function which includes women, minority, disadvantaged, disabled veterans, Native Americans, historical black colleges/universities/minority universities, and other congressionally designated groups. In support of GL2, Larry serves as Director for Diversity and the Small Business Champion.
Mr. Thompson is an accomplished advisor and management professional having served in increasingly responsible government positions and as the lead advisor for numerous private sector small business programs. He developed and directed small business and advocacy programs for the U.S. Department of Energy (DOE) and served as a principal lead Advisor for the Small Business Administration (SBA). In previous engagements, he led or supported programs described below.
He served as the U.S. Department of Energy Chicago Office (DOE-CH) Program Director for Small Business and Diversity. In this position, he was responsible for the development, execution and evaluation of the scope and effectiveness of programs and initiatives for the small business and diversity efforts of agency contractors with contact values of multiple billion dollars. He served as the lead Advisor to the DOE-CH Manager, responsible to develop initiatives to jump-start small and mid-size enterprises and to prepare them for future contractor work with federal agencies. Areas of emphasis included women, minority/universities/minority universities in the preference categories designated by the U.S. Congress.
Mr. Thompson served as a Lead Contract Manager/Specialist with the DOE and was recognized numerous times for his continual effectiveness, dedication and commitment to ensure excellence of contracting for small businesses and mid-size enterprises. He led efforts for DOE Headquarters to establish and/or to enhance the implementation of diversity programs at the agency’s corporate office and for all the operations offices of the DOE. As the Director and Small Business Advisor, he led the formulation and development of small business and diversity programs including their policies, procedures and practices. He led the programs during implementation for the DOE $10B dollar Super Conductor Super Collider Project.
Larry is highly regarded for his leadership and accomplishments for program development and implementation efforts defined to manage by Performance Objectives. He was responsible for guidance and implementation practices used by the seven DOE Management and Operating Contractors for small business and diversity programs including strategy to ensure adherence with federal regulations and requirements and the small business and diversity goals of the agency. He served as the Director for Business Relationships to develop and test strategies and methods to foster stronger relationships and effective partnerships between major federal contractors and the agency’s program offices. Mr. Thompson served as the DOE Corporate America Advocate and led the integrated private sector/federal team assigned to improve interactions of the U.S. DOE with major, mid-size and small business partnerships. His extensive experience in building relationships for mutual benefit was a major factor in the successful outcome of the integrated private sector/federal team.
